Sailor's Beach Improvements Feasibility Study
Phases
Community Survey
The City of Plattsburgh is conducting a feasibility study to guide the future rehabilitation of Sailor’s Beach – an underutilized waterfront space located on Lake Champlain’s western shore, just southeast of the U.S. Oval and near the mouth of the Saranac River. The Park is located within walking distance of downtown Plattsburgh, and directly adjacent to the Empire State Trail, a major multi-use trail stretching across New York State. Though lesser known than the more developed Plattsburgh City Beach, Sailor’s Beach is uniquely positioned to connect natural, historical, and recreational landmarks in the area.

This project is supported by funding from New York State’s Environmental Protection Fund through the Consolidated Funding Application Parks, Preservation and Heritage Grant Program.
Sailor’s Beach has long held potential as a valuable waterfront resource for the community. Currently featuring a beach and unmaintained pier, the area is difficult to access and lacks essential infrastructure. Through this study, the City is exploring ways to improve safety, accessibility, and amenities, while reactivating the waterfront area and enhancing connections to nearby assets like the Rotary Club Centennial Park, the Empire State Trail, nearby residences, the Oval Historic District, and downtown Plattsburgh.
The City’s goal is to transform Sailor’s Beach into a safe, welcoming, and sustainable public destination that complements other key recreational spaces like City Beach, the U.S. Oval, and Fort Brown. Your input will help shape the vision for this site and ensure that the enhancements reflect the needs and priorities of the Plattsburgh community.
We invite you to complete this short survey and share your thoughts about how Sailor’s Beach can best serve residents and visitors in the years to come. Your feedback is vital to making this effort a success. We welcome your thoughts and suggestions, and we invite you to complete the attached survey no later than September 30, 2025.
While we appreciate your feedback, please note that you are not required to answer every question.
Thank you for participating!
