Macdonough Park Flood Resiliency Improvements

Project Summary

The City of Plattsburgh is advancing the Macdonough Park Flood Resiliency Improvements Project, a major waterfront infrastructure and climate adaptation effort along the Saranac River in downtown Plattsburgh.

Macdonough Park is a regionally significant recreational and historic resource, home to the Macdonough Monument and part of the City’s broader riverfront trail network. However, the park and retaining wall have experienced repeated flooding, erosion, and ice-jam damage, creating safety concerns and threatening long-term stability.

This project was identified as a priority through the City’s 2023 Local Waterfront Revitalization Program (LWRP) as part of ongoing efforts to protect waterfront assets and improve public access.

The project is being led by the City of Plattsburgh with funding support through the New York State Department of State’s Inland Flooding and Local Waterfront Revitalization Program under the Environmental Bond Act.


Project Goals and Improvements

The Macdonough Park Flood Resiliency Improvements Project will enhance flood protection, public safety, and waterfront accessibility through improvements such as:

  • Restoration and replacement of deteriorated sections of the historic retaining wall
  • Installation of a structural drainage system to reduce hydrostatic pressure
  • Bioretention plantings and native vegetation to absorb and manage floodwaters
  • Hardscape enhancements to improve stormwater conveyance and stability
  • New seating areas to increase accessibility and enjoyment of the riverfront
  • Long-term protection of historic and recreational park infrastructure

Funding

The City of Plattsburgh has been tentatively awarded $1,181,812 in State funding through the Environmental Bond Act to support project implementation.

  • Total Project Cost: $1,313,124

This funding will support final design, permitting, and construction of flood resiliency improvements at Macdonough Park.

The project has completed preliminary planning. The City is prepared to move forward with design, permitting, and construction following grant award and contract approvals.

Major permitting and environmental reviews, including SEQR, are expected to be completed by 2026.
