
Downtown Feasibility Study Call for Applications
Applications are Due July 24th 2024
The City of Plattsburgh is applying for funding through the NY Main Street Technical Assistance Program. The intent of this Program is to identify four projects that will directly improve the City’s capacity and/readiness to administer a NY Main Street Building Renovation Program in the future. 90% drawings and cost estimates will be generated for the 3-4 projects that are selected for and participate in the City’s Technical Assistance Program. It is the intent that these project plans will be included in a future application for a NY Main Street Building Renovations Program, which – if secured – would provide funding for project construction.
What types of projects are eligible for Building Renovation?
The NY Main Street Building Renovation Program awards matching grants to building owners for renovating mixed-use buildings. Eligible renovation activities include improvements to building facades, storefronts, interiors of commercial buildings, and – in some cases – residential units. Ineligible activities include demolition, new construction, improvements to municipal structures and structures owned by religions/private membership organizations, the purchase of non-permanent fixtures, general organizational operating expenses, capitalizing a revolving loan fund, site work or ancillary activities, and general planning activities. Phases
Application Review and Grant Submission
Applications will be received and reviewed on an Application Scoring Sheet (attached). The City will be submitting a grant application by July 31st through the Consolidated Funding Application. The City is expected to be notified if awarded the application in late Fall 2024. Applicants with the top four scores will be contacted and asked if they would like to participate in the feasibility study. All other applicants will remain on an eligibility list and contacted for future opportunities.
