Cornelia St. (NY Route 3) Reconstruction

Project Overview

The City of Plattsburgh is undertaking a comprehensive reconstruction of the Cornelia Street corridor to transform it into a safer, more efficient, and multi-modal route for all users. Identified as a priority in the 2019 Smart Growth Plan, this project addresses outdated infrastructure, gaps in sidewalks, and a high historical crash rate.

What is Being Improved?

The "Preferred Alternative" (Alternative A) includes several key upgrades:

  • Full Roadway Reconstruction: Complete depth replacement of the roadway from the City limits (Churchill St.) to Prospect Ave.
  • Safety for Everyone: Installation of 5-foot wide ADA-compliant sidewalks on both sides and new 5-foot wide dedicated bike lanes.
  • Modern Intersections: New traffic and pedestrian signals at Cogan Ave. and Broad St. with optimized timing to reduce delays.
  • Aesthetics and Utilities: Relocating all overhead power, phone, and cable lines underground and improving stormwater drainage systems.
  • Better Access: Consolidating driveway openings along the commercial corridor to reduce traffic conflict points.

Why is This Project Necessary?

  • Safety First: The intersection of Cornelia St. and Broad St. currently has a crash rate 10 times higher than the state average for similar facilities.
  • Accessibility: Current sidewalks are disjointed and do not meet modern ADA standards for residents with disabilities or the elderly.
  • Economic Vitality: Enhancing the "streetscape" is expected to support downtown business activity and attract investment.

Design Phase

The project is currently in the Design Phase, where engineers and City planners are finalizing the technical specifications, environmental reviews, and right-of-way plans. This stage follows the selection of "Alternative A" as the preferred design, which focuses on balancing vehicular efficiency with new pedestrian and cycling infrastructure. During this phase, the team is conducting detailed surveying, coordinating with utility companies for the undergrounding of lines, and preparing the final construction documents required for state and federal approval. The City is committed to ensuring the design addresses the high crash rates identified in the preliminary studies, with the goal of reaching Final Design Approval by February 2026 before moving toward the construction bidding process in 2027.
